[SSG CIRCULAR/MIPD/2021/3]: 2nd Update on Training Management System Requirement

Dear Training Providers 

Exclusion of Training Providers offering SkillsFuture Credit-only courses funded by MOE-funded institutions and other public agencies from the Training Management System requirement

On 13 July 2020 and 15 January 2021, SkillsFuture Singapore (SSG) announced that all SSG-funded training providers (TPs) are required to adopt a Training Management System (TMS) linked to SSG’s systems by 31 December 2021. This is to accelerate productivity improvement in the Training and Adult Education (TAE) sector through streamlining of data submission and grant disbursements interfacing with TPGateway.

In view that TPs offering SkillsFuture Credit- Only (SFC-only) courses supported by Ministry of Education (MOE)-funded institutions and other public agencies do not receive course fee funding from SSG and are not required to submit claims-related information to TPGateway for grant disbursement, they will be excluded from the TMS requirement. However, for productivity improvement, SFC-only TPs are encouraged to adopt a TMS to ease their training administration.

With the revision, the requirement of having a TMS linked to SSG systems applies to all TPs who offer SSG approved funded courses EXCEPT for the following groups:

  1. Enterprises who are not offering training as a primary business but conduct in-house training to their own employees. These enterprises would rely on HR system to manage their employees’ training and development needs.
  2. Government Entities who are not offering training as a primary business but perform other functions such as community building. An example is SkillsFuture@PA courses offered by the Community Clubs.
  3. Overseas Massive Open Online Courses (MOOC) providers who do not have a local office and are not registered with ACRA.
  4. Training Providers offering SkillsFuture Credit – Only (SFC-only) courses supported by Ministry of Education (MOE)-funded institutions and other public agencies, aside from SSG.
